  1. Alliance Management: Although their presence does not determine the execution of the project, they can provide additional resources and logistical support.

  2. Call for schools: the call is published, disseminated and schools are invited to participate.


  1. Diagnosis: Once the school has been selected, the diagnosis consists of an analysis with all the stakeholders to understand the specific needs and obstacles of the school, the students and the community in general (including aspects such as school infrastructure, educational resources, needs of the school community, etc.). This diagnosis will help determine aspects and items to consider for the suitability of the school, which allows for joint planning of the bases of the participatory school budget according to the designated economic availability and the corresponding schedule.


  1. Training and project design: Information sessions are held for students, teachers and administrative staff on what a participatory budget is, its importance and how it works. In addition, sessions are held with the school community so that they can transform their ideas into projects that benefit the school (they can be individual or collective).

  2. Decision-making: A committee made up of representatives of students, teachers, parents and administrative staff is formed to evaluate and select the most viable proposals. Feasibility considers financial, technical and impact aspects.


  1. Presentation of participating projects: an assembly is organized where students can learn about and discuss each proposal before voting.

  2. Project Selection: A voting process is carried out to select the project(s) that will be funded by the participatory budget. It is important to involve the electoral authorities to work on issues of transparency, certainty and impartiality.


  1. Start-up and follow-up: once the winning project has been selected, an investment proposal (quotes, materials, suppliers, amounts by item, etc.) will be presented for approval by management and authorities. This proposal must correspond to what was requested by the promoters.

  2. Community action day: during this stage the entire school community is involved in taking a direct part in the execution of the winning project (students, management, teachers, parents and people living near the school).

  3. Evaluation and accountability: An evaluation is carried out to measure the impact of the funded projects and to keep the school community informed about the use of the resources executed by participatory budgeting. Interviews are conducted with all the actors involved to obtain feedback and to continue listening to the voices of the participants.
