Sanctioned Persons and Anti-Social Forces.
No Anti-Social Force and no sanctioned person, as designated by [the United Nations, United States, European Union, or] Japan is eligible to apply for funding.
"Anti-Social Forces" means any entity or individual that qualifies as or falls within any of the following: (a) an organised crime group (boryokudan); (b) a member of any organised crime group (boryokudan-in); (c) a person who was a member of any organised crime group (boryokudan) who left the group less than five (5) years ago; (d) an associate member of any organised crime group (boryokudan); (e) an entity affiliated with any organised crime group (boryokudan); (f) a corporate racketeer (sokaiya-to); (g) a blackmailer pretending to be a social movement activist (shakai-undo-to hyobo goro); (h) an organised crime group specialising in intellectual crime (tokushu-chino boryoku-shudan-to); (i) any entity or individual similar to any of items (a) to (h) above (any person falling within any of items (a) to (i) is referred to hereinafter as an “Organised Crime Group Member”), (j) any entity or individual: (a) having a relationship with any Organised Crime Group Member who is regarded as controlling the management thereof; (b) having a relationship with any Organised Crime Group Member who is regarded as being substantially involved in the management thereof; (c) having a relationship that is regarded as the unfair utilization of the services of any Organised Crime Group Member, such as for the purpose of seeking unlawful profit for it/him/herself or a third party, or for the purpose of inflicting damage on a third party; (d) having a relationship that is regarded as being involved with any Organised Crime Group Member, such as providing funds or the like, or providing convenience to them; or (e) an officer of which or a person who is substantially involved in the management of which having a socially condemnable relationship with any Organised Crime Group Member; or (k) any entity or individual: (a) engaging in violent demands; (b) engaging in unjust demands beyond legal responsibility; (c) using coercive language or violence in transactions; (d) spreading rumors, using deception, or using force to damage the credibility or hinder the business of others; or (e) engaging in any of the acts equivalent to those listed in (a) to (d) above, either by it/his/herself or through a third party.
